The position of Cook is not really a sepparate MOS. The Cook actually has another job on board the ship (ie security, or technician) he./she is just released from those duties unless there is an emergency to run the kitchen. The rest of the nonCom crew rotates through the kitchen on mess Duty.
As far as skills go, one would hope that he has things like Cooking.....
